Description
The London Borough of Havering receives a funding allocation through the Local Implementation Plan from Transport for London (or internally through other Council processes), which aim to deliver the Mayor of London’s Transport Strategy. The Borough allocates some of this funding for the provision of free cycle training to children and adults that either live, study, or work, in Havering. The Council seeks the services of a Bikeability accredited provider to deliver Cycle Training services for Adults and Children who live, work, or study, in the borough. The contract will commence on 1st July 2026 for a maximum period of 33 months, to terminate on 31st March 2029 or until the maximum funding of £600,000 is exhausted, whichever is earliest. Please Note: Funding to deliver the requirements detailed in the specification may increase significantly in the financial years covered under the contract if additional in-year funding is provided by external funders (such as Transport for London).
Award Criteria
| Price | The lowest Bid price will score 100 marks. The other offers will then receive scores expressed as an inverse proportion of the lowest price. All results will be rounded to two decimal places. The formula used will be: (Lowest Bid Price/Bidder’s price) x 100 = Bidder’s price score Example: Lowest Bid price = £1000. Bidder 1’s Bid price = £1300. Bidder 1’s price would attract a score of 76.92 calculated as follows: 1000/1300 = 0.7692 x 100 = 76.92 Price scores will then be multiplied by the price weighting to give a final price score. Example: In this example the price score of 76.92 is then multiplied by the overall price weighting of 40%, to give a final price score for evaluation purposes of 30.77calculated as follows: 76.92 x 0.40 = 30.77 |
| Quality | In relation to the Quality criteria and sub-criteria (as indicated in Appendix 7: Award Criteria of the ITT), each question will be scored in application of the following scoring scale: Assessment Score Interpretation Unacceptable - 0 No response to the question Serious reservations - 1 An attempt has been made to respond, but insufficient information was provided; does not meet the requirements Partial - 2 The response partially meets some requirements, only covering some elements and essential points with insufficient evidence to support the proposal. Acceptable - 3 Satisfies the requirements, broadly covering all essential points with sufficient evidence and may include some examples to support the proposal. Good - 4 Good response provided. Response covers all essential points, demonstrates clearly and offers an explanation with evidence to support the proposal with examples. Excellent - 5 Comprehensive response. Response completely identifies and meets all requirements, demonstrates in detail and offers a robust explanation. Excellent explanation of the proposed methodology with detailed evidence and robust examples. |
