Description
This is a notice to inform the market the procurement has been abandoned.NHS Norfolk & Waveney ICB (NWICB) invited bids for the Provision of a Learning Disability Respite Service for People aged 18+ with a learning disability, who are under the duty of care of NHS Continuing Healthcare (CHC) and are registered with a GP within Norfolk & Waveney.The successful Provider will deliver a five-bed residential respite service with nursing care for adults with learning disabilities and complex health needs.The service will be provided 24 hours per day, seven days a week including days, evenings and weekends, and will be provided over a full 52 weeks per year, as defined and detailed in the Essential Standards set by the Care Quality Commission (CQC). Except for closure for staff training (4 days per year) and Christmas closure arrangements to be agreed with the nominated liaison team manager who oversees referrals to the service.

Except for closure for staff training (4 days per year) and Christmas closure arrangements to be agreed with the nominated liaison team manager who oversees referrals to the service.The contract was for an initial period of 3 years with the option to extend for up to an additional 2 years. The annual value is circa £680,000 per annum with an initial 3 year contract value of £2,040,000 and max 5 year contract value of £3,400,000.

Other Information
After careful consideration, the Commissioners made the difficult decision to abandon the current process as permitted within Document 1 – ITT Process Overview document (under section 26.1). The justification for this is that the Commissioners had identified that there was a lack of clarity in relation to the value, provision and application of the TUPE information provided, and lack of clarity in relation to the Estates lease and associated financials. To maintain a fair, open and transparent competition, the Commissioner is withdrawing this process and intends to go back to commence new market engagement, regarding the service requirement going forwards.
