Procurement of Replacement Street Lighting Communication Nodes for Trunk Road Network. The contract covers the direct purchase of street lighting communication nodes that interface with the existing, Wales wide street lighting communication methodology used across the trunk road network. These nodes enable remote monitoring, control, diagnostics and energy management of street lighting assets. The procurement is required to maintain system continuity following the end of life status of the existing communication nodes, which are no longer supported by the current manufacturer.

Legal Justification

• The existing system operates a manufacturer specific communication protocol, and only the original manufacturer can supply nodes that are fully compatible with the established communication methodology deployed across trunk roads in Wales. • The current nodes in use have reached end of life, meaning replacements and support cannot be sourced from alternative suppliers. • Introducing a different manufacturer’s nodes would require complete redesign, reconfiguration and testing of the Wales wide lighting communications platform—resulting in disproportionate cost, major operational disruption, and a risk to the delivery of statutory highway lighting functions. • Therefore, a direct award to the manufacturer is the only viable approach to ensure continuity and safety.
