Description

This procurement is to establish a framework to procure transport and environmental consultancy services for Transport for London (TfL), the Greater London Authority (GLA), the GLA Group, and London Boroughs. The framework will be part of TfL Professional Services Frameworks 3. The name of this framework will be: Transport Planning & Impact Monitoring and Environmental Services.

Lot Division

1 ROAD SAFETY (INC USING ROAD CASUALTY DATA)
  • Value: £100M

Provide road safety research, policy reviews, audit and engineering input, speed management, vehicle technology and behavioural interventions. Analyse STATS19 (police-reported road collision and casualty data collection system) and related casualty datasets, addressing data quality and limitations, identifying trends and mitigating measures. Deliver robust statistical evaluation and recommendations supporting Vision Zero objectives for Transport for London decisions and reporting.

2 Statistical Modelling & Bespoke Analysis
  • Value: £100M

Provide statistical modelling and bespoke analysis of travel behaviour outside Transport for London strategic models. Design specialist surveys, including stated-preference surveys, and develop forecasting tools using open-source programming. Apply data science methods such as regression, classification, choice modelling and machine learning. Deliver clear reports, presentations and expert advice in accessible language promptly.

3 Strategic Transport Modelling
  • Value: £100M

Provide strategic transport modelling, including: demand, public transport, land-use interaction and highway modelling. Build, adapt, calibrate, validate and run models using software and open-source tools. Integrate traditional and big-data sources, undertake quality assurance and auditing, and interpret outputs for appraisal, environmental impacts, societal impacts and decision making aligned with Transport Analysis Guidance (TAG).

4 Strategic Transport Studies, Scheme Planning & Design
  • Value: £100M

Provide feasibility, optioneering and scheme-planning studies for transport improvements and development support. Deliver surveys, multi-modal forecasting, public-transport and highway modelling, pedestrian-flow modelling and design development. Evaluate environmental, economic and social factors using multi-criteria appraisal, and prepare proportionate business cases. Where required, undertake early-stage environmental appraisal outputs.

5 Strategic Transport Planning and Policy

Provide strategic transport planning and policy analysis supporting the Mayor's Transport Strategy and London Plan. Develop and appraise options, area plans and investment priorities, integrating transport and land use and Healthy Streets. Lead research on emerging issues, manage stakeholder engagement and consultation, and provide impartial, evidence-based advice with programme management.

6 Economic Appraisal and Advice
  • Value: £100M

Provide economic appraisal, evaluation and advisory services for Transport for London schemes and policies. Prepare business-case appraisals and value-for-money assessments aligned with Department for Transport (DfT) Transport Analysis Guidance (TAG) and HM Treasury guidance. Develop bespoke appraisal frameworks, cost-benefit and multi-criteria analyses, wider economic and revenue impacts, and land-use and regeneration appraisal. Produce clear narratives for decision making.

7 Transport Surveys (inc travel research behaviour)
  • Value: £100M

Provide end-to-end transport surveys and travel-behaviour research. Design and manage programmes; deliver fieldwork, sampling, quality assurance and processing including geocoding, weighting and analysis. Cover counts, origin-destination and number-plate studies, plus quantitative and qualitative social research. Supply robust reports and visual outputs, compliant with the United Kingdom General Data Protection Regulation (UK GDPR) and Transport for London information governance.

8 Public Consultation
  • Value: £100M

Provide specialist support for Transport for London public consultation and stakeholder engagement. Analyse consultation responses using qualitative and quantitative methods, including manual coding of open-text data. Advise on questionnaire design and deliver engagement such as focus groups and workshops. Produce reports and cross-tabulated outputs, ensuring traceability and data management to Transport for London standards.

9 Data Analysis, Modelling and Monitoring

Provide environmental data analysis, modelling and monitoring for air quality and greenhouse-gas management. Develop and apply emissions inventories and dispersion modelling, including baseline and future-year assessments. Support ambient monitoring for validation and fleet composition forecasting. Integrate environmental and socio-economic datasets to assess exposure inequalities and health impacts for policy assessment.

10 Ecology Surveys and Monitoring
  • Value: £100M

Provide ecological, arboricultural and landscape surveys and monitoring for Transport for London and the Greater London Authority activities. Deliver Preliminary Ecological Appraisals (PEAs), habitat and species surveys, protected and invasive species advice, arboricultural assessments, and monitoring supporting Biodiversity Net Gain. Provide mitigation recommendations and reporting, and return geospatial outputs in Geographic Information System (GIS) format to Transport for London and Greenspace Information for Greater London (GiGL) agreed standards.

11 Green Infrastructure and Biodiversity Research, Policy, Data Analysis and Innovation

Provide research, policy, analytical and advisory services for green infrastructure, biodiversity and natural capital. Deliver natural-capital accounting, ecosystem-service valuation, Geographic Information System (GIS) and remote-sensing analysis, and monitoring of green cover and biodiversity units. Provide feasibility advice for habitat banks and offsetting, and develop innovative tools and methods balancing enhancement with operational safety.

12 Health, Equalities and Socio-Economic Assessment
  • Value: £100M

Provide research, analysis and technical assessment of health, equality and socio-economic impacts of Transport for London policies and schemes. Deliver Health Impact Assessments (HIAs), socio-economic assessments and Equality Impact Assessments (EqIAs), including quantification, modelling and appraisal of determinants such as activity, air and noise pollution, safety and accessibility. Integrate assessments, recommend mitigation, engage stakeholders, and support statutory duties.

13 Environmental Assessments
  • Value: £100M

Provide environmental assessment and advisory services to secure consents and manage impacts for Transport for London projects and plans. Lead Environmental Impact Assessments (EIAs) and Strategic Environmental Assessments (SEAs), including screening, scoping, baseline studies, topic assessments, carbon and Biodiversity Net Gain evaluation, mitigation and enhancement design, stakeholder engagement, and Environmental Statements. Provide independent expert-witness support and post-consent monitoring.

14 Noise and Vibration

Provide specialist noise and vibration monitoring, modelling, assessment and mitigation for transport projects, operations and policies. Deliver baseline measurement and Environmental Impact Assessment (EIA) inputs using recognised methodologies, and develop mitigation strategies for design, operations and construction. Support policy development and research, including emerging technologies. Provide clear technical reporting and defensible expert-witness evidence.

15 Climate Modelling, Mapping and Data Analysis
  • Value: £100M

Provide climate modelling, mapping and data analysis to assess climate risks to Transport for London assets. Deliver hazard modelling for heat and flooding, exposure and vulnerability assessments, and scenario testing. Develop climate design parameters, undertake site-based resilience audits, and present outputs through Geographic Information System (GIS) and reports, ensuring data governance, traceability and accessible recommendations.

16 Adaptation Measure Research, Policy, Innovation and Technology
  • Value: £100M

Provide research, analytical support, policy insight and innovation for climate-change adaptation measures. Research, design, test and evaluate nature-based and engineered interventions; monitor performance and quantify outcomes; benchmark against other authorities; and develop tools to track resilience. Deliver pilots and cost-benefit analysis with uncertainty testing, plus practical implementation guidance and playbooks.

17 Climate Risk and Adaptation Planning Advice
  • Value: £100M

Provide technical advice and planning support to integrate climate-risk management and adaptation into Transport for London schemes. Assess heat, flood, drought, subsidence and extreme-weather risks; develop proportionate design options; and prepare planning documentation including Environmental Impact Assessment (EIA) inputs, Flood Risk Assessments, drainage strategies and climate adaptation reports. Coordinate multidisciplinary inputs and produce clear outputs.

18 Energy and Climate Change Mitigation
  • Value: £100M

Provide expertise, analysis and policy support for decarbonisation, energy management and climate-change mitigation. Apply whole-life carbon methods consistent with British Standards Institution Publicly Available Specification PAS 2080:2023 (carbon management in buildings and infrastructure), including baselining, forecasting and tracking. Model energy demand and emissions, interface with Transport for London tools and frameworks, and develop Energy Statements. Identify and evaluate mitigation measures using the Avoid-Switch-Improve hierarchy.
