Description
Somerset Integrated Care Board is directly awarding a contract to the existing provider in accordance with the criteria outline in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023. The service will support High Intensity User (HIU) patients referred from agreed locations or through virtual channels, and will provide home visits where appropriate. Taking a holistic approach and working collaboratively with clients to identify root causes of high attendances and address these through coaching techniques that promote future resilience.
Total Quantity or Scope
NHS Somerset Integrated Care Board ("the ICB") intents to award a contract to an existing provider, following a Provider Selection Regime Direct Award Process C The existing service will support High Intensity User (HIU) patients referred from agreed locations or through virtual channels, and will provide home visits where appropriate. Taking a holistic approach and working collaboratively with clients to identify root causes of high attendances and address these through coaching techniques that promote future resilience. The contract value is £75,450. The contract will commence 1st April 2026 for 12 months expiring on the 31st of March 2027 with the option to extend for a further year. This notice has been published by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and The Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 9th March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The decision was approved in line with Somerset ICB Finance Committee on 22nd November 2025. There were no conflicts of interest identified among committee members. The decision to directly award the contract was in accordance with the following five criteria outline in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023: • Quality and innovation • Value • Integration, collaboration, and service sustainability • Improving access, reducing health inequalities and facilitating choice • Social value The authority is assured that the current provider is delivering this service and outcomes to a satisfactory level and meets the needs of the Somerset population. A direct award to the incumbent provider would be appropriate and present the best value for the Commissioner in this circumstance.
