The contract will cover the supply of temporary Veterinary Officer (VO) services. The primary role of the VO is to undertake a wide range of inspection, disease surveillance and eradication tasks to maintain high levels of animal welfare and public health standards. VO duties are performed across Northern Ireland and span various different work areas including DAERA Direct Offices, farms and livestock markets etc. This role requires strong leadership, decision-making and collaboration ensuring that Northern Ireland’s agricultural sector remains resilient, compliant and competitive.

Legal Justification

Direct award conditions and permissible justifications are set out under Chapter 3 and Schedule 5 of the Procurement Act. DAERA are proceeding with a direct award on the grounds set out under paragraph 13 of Schedule 5 where the following conditions are met in relation to the public contract— (a)the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency, and (b)as a result the public contract cannot be awarded on the basis of a competitive tendering procedure.
