Legal Justification
The uplift is permissible under Regulation 72(1)(b) PCR 2015, as engaging a new supplier would not be operationally or commercially viable within the IHR-SP context. AFENET was competitively procured and has the established infrastructure, partnerships, and delivery capacity necessary to ensure continuity and cost-effective implementation. This ensures continuity of service, maintains value for money, and adheres to procurement regulations.
Other Information
An uplift is required to reflect increased programme delivery and additional activities planned for FY2025/26 and FY2026/27, ensuring continuity of logistics, events, and operational support across all four geographies. These uplifts do not represent supplier cost increases; rather, they align the contract value with updated programme delivery requirements.
