Description

Direct award call‑off under the Pagabo Professional Services 2024 framework (Ref: AVP‑TEA‑3001, Lot 10) for provision of architectural services to support various campus works across Chichester College Group. Services include RIBA Stages 1-6 (and optional Stage 7), feasibility, concept, developed and technical design, planning support, construction stage support and handover.

Total Quantity or Scope

Provision of architectural services under a two‑year appointment to support a programme of various campus works across Chichester College Group. The scope covers the full range of RIBA stages as required for individual projects, including Stage 1 feasibility and briefing, Stage 2 concept design, Stage 3 developed design, Stage 4 technical design, Stage 5 construction support, and Stage 6 handover, with the option for Stage 7 post‑occupation services where appropriate. The appointment will support a rolling programme of estate‑related capital and maintenance projects across multiple campuses, with specific works defined and commissioned on a project‑by‑project basis throughout the term of the contract. Principal Designer services under CDM and Building Regulations, together with visualisation and community engagement activities, may be instructed as additional services depending on the requirements of each individual project.

Legal Justification

This contract was awarded via the Pagabo Professional Services Framework, which permits direct award to approved suppliers. The framework confirms that client organisations may Direct Award or Further Compete their requirement. In line with Regulation 33 of the Public Contracts Regulations 2015, the call‑off followed the framework's established procedures. ECE Architecture is an approved supplier under the relevant professional services lot (CPV 71000000).
