Legal Justification
A 12 month extension as allowed for in the Contract Award Notice and this modification is for an increase in value (50% of the original contract value) this is due to the rollover of funding as the pilot scheme was not completed on time due to NHS Contracting and Governance requirements and lower than anticipated patient volumes at the start of the pilot. Ensuring Service Continuity and Patient Safety are paramount to this contract. There is no material change to the economic balance of the contract and will enable the Authority release the benefit of the pilot scheme. Re-procurement at this stage would introduce avoidable cost, delay and operational risk without delivery any additional benefit. This notice is in accordance with Regulation 72(1)(c) - no standstill period applies.
