The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to award a contract for Guided Self-Help Psychological Interventions - Tier 0. The Cardiff and Vale Primary Mental Health Support Service (PMHSS) provides primary care services for patients experiencing mild to moderate or stable severe and enduring mental health issues. The service supports providing health care and positive promotion to the service users and carers of Cardiff and the Vale at the Tier 1 level, which aligns with the Mental Health Measure (Part 1) agenda in Cardiff and Vale UHB. The NHS provides it and covers all areas within Cardiff and the Vale of Glamorgan. Currently, PMHSS delivers several interventions, including the Centre for Clinical Interventions (CCI), ACT-ion for Living psychoeducation groups based on Acceptance and Commitment Therapy (ACT), and a Stress Control psychoeducation group. This is a Provider Selection Regime Wales (PSR Wales) intention to award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The evaluation panel found that the successful providers fully met all basic selection requirements and accepted the proposed contract cost. In assessing bids against the published key criteria—weighted at 85% for technical quality and 15% for social value to reflect their importance in delivering a high quality, outcomes focused service—the providers achieved the highest overall score. The panel agreed that the providers presented the strongest overall approach across both technical and social value elements. Collectively, these considerations provided a clear and well substantiated basis for the award, demonstrating that the decision was reached transparently, consistently, and in accordance with the published evaluation methodology. No providers were excluded from the procurement process; There were no declared conflicts or potential conflicts of interest of individuals making the decision.
