Description
NHS Business Services Authority is seeking to procure a framework for the provision of Financial Assurance to support, both in the delivery of major Transformation programmes and projects and the on-going development of the Commercial and Finance business functions. This requirement is to provide specialist advice, assurance and support to the strategic delivery of large-scale and complex procurement and sourcing programmes which are aligned to critical national infrastructure and to the on-going delivery and future transformation of high-profile NHS administration services, while also raising the skills and expertise of the inhouse teams.

Legal Justification
Whilst some of the projects that will require financial assurance from the suppliers appointed to this framework are unknown, they are likely to be complex and potentially exceed a 4-year term. Financial advisory services often support multi-phase projects (e.g. digital transformation projects) that can last 5–10 years. The continuity of advice is critical to maintain strategic direction, avoid duplication, reduce onboarding costs and allow for a robust knowledge transfer process. Successful bidding organisations are likely to develop financial models, risk assessments, and provide assurance on projects that evolve over significant time periods. A longer framework therefore allows for stable supplier relationships and improved market engagement. In addition, the 6-year term will reduce procurement overheads for both bidding organisations and the Authority and allow for economies of scale in advisory services.
