Legal Justification
Two main unforeseen factors have necessitated the contract modification. First of these is the policy-backed requirement for redundancy and resilience in positioning systems for military assets, and second is the strategic and portfolio uncertainty related to the delayed publication of the Defence Investment Plan. Once issued, the Defence Investment Plan may lead to rapid and significant changes to the laydown of the Royal Navy hydrographic portfolio and associated equipment and capability requirements. This modification generates the time required for the evolving policy position to mature and any implications associated with the Defence Investment Plan to be understood and planned for.
