Description
The Provider will provide specialist social and emotional support and direct practical assistance to enable individuals to live as independently as possible in their own home and to maximise quality of life. Services will be planned and operated in a flexible, adaptable way to cope with individual’s changing needs. The level, nature and content of the individual care and support plans will be based on the assessed needs of each individual and take full account of their wishes and aspirations and their Guardians, families / carers within a financially sustainable model. Detailed assessments for each person to identify individual care and support needs will be shared with the Provider.

It is intended to make a direct award to Sense Scotland for the provision of combined specialised care at home and housing support service in 2 supported accommodation settings to individuals who have moderate to complex learning disabilities and associated health conditions.

Legal Justification
Both projects accommodate individuals with complex needs who rely on continuity of care and support, any change of provider or staffing would have a hugely detrimental impact on these individuals and could be very destabilising. Any change could increase the needs of those using the service and create extra demand both by way of assessment and an increase in need within the projects. Sense Scotland is a specialist provider supporting people with communication support needs associated with complex and sensory disabilities, and their families. Given their unique provision and long-lasting relationships and understanding the client group a direct award would be the most appropriate course of action.
