Description
Contract for the Provision of Security Services. The successful Supplier awarded the Contract will be responsible for providing the service for Derby City Council and Derby Homes. The service will deliver a comprehensive security provision that identifies and mitigates all potential risks, ensuring the protection of people, property, and assets while safeguarding the interests of the Council. It will adopt a proactive, customer-focused approach, with security staff treating customers, visitors, and colleagues with dignity and respect at all times. The contract will provide a cost-effective, value-for-money solution that fully meets the Council's operational and financial requirements. All security staff will be directly employed by the service provider, with no sub-contracting permitted other than for the installation and removal of CCTV. In addition, the contractor will maintain a operational office to ensure effective management, responsiveness, and continuity of service. The procurement will be run under the Competitive Flexible Procedure. This will consist of two (2) stages: Stage 1 - Invitation to Participate
Renewal Options
There will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years.

Other Information
This will be the PSQ stage that suppliers complete to be set up on the Central Digital Platform such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum of the five highest scoring suppliers to take to Stage 2. Stage 2 - Invitation to Submit Final Tenders Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. The core value is £8,080,092.54 (Excluding VAT) based on current known service requirements. Due to the potential impact of the Local Government Reorganisation this value may rise from Year 3. Therefore, the total contract value may rise to £10,504,120.29 (Excluding VAT) £12,604,944.36 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise. If Suppliers are successful and invited to Stage 2, they will be required to demonstrate how the additional requirements could be accommodated and to provide indicative pricing for potential future increases in provision. This information will not be scored but will be used to inform forward planning and ensure the Contract remains scalable and flexible. This is to allow bidders time to review the amendments and respond accordingly. All appropriate tender documents have been updated and uploaded in the tender pack which can be found on https://www.eastmidstenders.org/ Due to this change the Council has also allowed clarifications to be submitted until Thursday 26th March 2026, but only clarifications regarding the amendments made.
