Description
Provision of Nurse Outreach (Rough Sleepers) services in Islington
Total Quantity or Scope
Islington Council intends to award a contract to the existing provider following Provider Selection Regime (PSR) Direct Award C for the provision of a specialist Nurse Outreach service for people experiencing rough sleeping in the London Borough of Islington. The service will deliver community nursing health assessments and direct clinical interventions, including assertive street outreach and in‑reach into hostels and day centres. The outreach nurse will work as part of the wider rough sleeping multi‑disciplinary team to support individuals with complex physical health needs, facilitate access to primary and secondary healthcare, and help reduce avoidable hospital admissions by addressing barriers to mainstream health services. The contract is intended to run from 1 April 2026 to 31 March 2027, with an option to extend for a further 12 months to 31 March 2028. The approximate lifetime value of the contract is £145,000 (excluding VAT) over the maximum contract term.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 8 April 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Representations by providers must be made to decision makers by 8 April 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent by email to: procurement@islington.gov.uk The award decision was taken by authorised officers at Islington Council in accordance with the Council's scheme of delegation. No conflicts of interest were declared by any individuals involved in the decision‑making process. In accordance with the Provider Selection Regime, the relevant authority considered all five key criteria: quality and innovation; value; integration, collaboration and service sustainability; improving access, reducing health inequalities and facilitating choice; and social value. Given the nature of the service and the needs of a highly vulnerable cohort, particular importance was placed on integration with local NHS services, continuity of care, and the provider's ability to deliver the service within established clinical governance arrangements and local referral pathways. The provider was selected as it is the existing provider, is delivering the current contract to the required standard, and is assessed as likely to continue to meet the service requirements and key criteria under the proposed new contract, which does not involve a considerable change to the scope or nature of the service.
