The services cover the full project lifecycle from procurement strategy and tender management through to practical completion and defects management, including project governance, programme management, cost control and financial reporting, contract administration, Employer's Agent duties, risk management, stakeholder liaison, design team coordination and statutory approvals monitoring. Services are to be delivered in accordance with RIBA Stage 7 standards under the ESPO Consultancy Services Framework 664_25.

Legal Justification
This contract was awarded without prior publication in the Official Journal of the European Union (OJEU) as it was procured through a pre-established compliant framework agreement — the ESPO Consultancy Services Framework (Reference: 664_25), which was itself procured in accordance with the Public Contracts Regulations 2015 and the requirements of Directive 2014/24/EU. The ESPO Framework Agreement (664_25) was established by Leicestershire County Council, acting in its capacity as servicing authority to ESPO, following a full above-threshold procurement exercise which included prior publication in OJEU. The framework is available for use by public sector bodies across the UK, including housing associations such as South Yorkshire Housing Association. The call-off contract awarded to Place Capital Group Ltd for Development Management and Employer's Agent services at Beckfield Rise, Hayfield Green, Auckley, Doncaster, was placed directly under the terms of the framework without a further competitive exercise, as permitted under Regulation 33 of the Public Contracts Regulations 2015, where the framework terms sufficiently cover the requirements and no mini-competition is necessary. The contract value of £257,444 (excluding VAT) falls within the parameters of the framework and the scope of services required — namely professional consultancy services including project governance, cost management, procurement strategy, contract administration and Employer's Agent duties — aligns directly with the services covered under the framework lot under which Place Capital Group Ltd is an appointed provider. Furthermore, the urgency of the contract necessitated prompt appointment of a Development Manager and Employer's Agent to ensure the timely progression of the full planning application and subsequent delivery of 34 affordable dwellings at Beckfield Rise. Any delay in appointment risked jeopardising the programme, funding requirements and planning obligations associated with the development. The use of the ESPO framework provided the most expedient compliant route to market to meet these urgent operational requirements. As the framework itself was established following a fully compliant above-threshold OJEU procurement process, the direct call-off award is lawful and consistent with the applicable procurement legislation. South Yorkshire Housing Association is satisfied that the award represents value for money and that the use of the ESPO framework provides a compliant and transparent route to market for these services.
