Legal Justification
The additional work is required due to higher than anticipated levels of software development over the original term of the contract and the need to modernise one of the primary BI3 products. The timing of the end of the previous CCS Technology Services 3 Framework coupled with wider ongoing strategic considerations within the Home Office has meant that it is not feasible to change contractor early.
