Description

Provision of a Contract Management solution capable of managing two BCC Frameworks for 1. Professional Services and 2. Works, on behalf of Transport and Highways. The Contract Management solution will onboard and manage contracts as services or works are called-off from each of the two Frameworks. The solution MUST be capable of providing support for NEC4 contracts with x, y & z clauses included. The implementation of the solution shall commence in July-August 2026 with a requirement to go-live as soon as practicable. The contract will be in force for a period of 4 years with an opportunity to extend by a further 4 years, then a further opportunity to extend by a further 2 years (a maximum of 10 years). Organisations with a track record and specialty in providing Works and Professional Services Contract Management solutions to local authorities, aligning and adapting their system to suit the diversity of contracts BCC will be engaged with via the Frameworks, are invited to participate in this opportunity.

Renewal Options

There will be two consecutive extensions to align with the PS & Works Frameworks the solution will be supporting. The first extension option allows the contract to be extended for an additional 4 years, the second extension option by a further 2 years (4+4+2). Extensions are dependent on the extension of the Works & PS Frameworks the solution will be managing whereby the Frameworks' term is 3+3+2. The extended and the maximum terms for this contract allow call-off contracts to conclude following the expiration of the Frameworks at each break point.

A1. Solution Overview Written Responses to questions about the company, product and how the solution functions according to BCC's specification
A2. Implementation, Onboarding & Service Delivery How the tenderer will support the professional and fully supported implementation of their solution, and how ongoing support and maintenance is delivered.
A3. Adherence to Functional Requirements How the proposed product complies with BCC's critical, essential and desirable functional criteria, focussing on contract lifecycle and management.
A4. Adherence to Non-Functional Requirements How the supplier's solution complies with BCC's architectural standards, including cyber-security credentials
B1. Social Value Assessment An assessment of written responses to questions asked around 'Good Employer', 'Green and Sustainable' and 'Ethical Procurement' themes.
C1. Price An assessment of tenderer's response to written questions around the themes of 'Good Employer', 'Green and Sustainable' and 'Ethical procurement' and the financial commitment made to Social Value in accordance with the Birmingham Business Charter for Social Responsibility (BBC4SR).
