Description
Warwickshire County Council (the Council) is seeking a single provider to deliver an integrated Healthy lifestyle service to provide support to Warwickshire residents, those registered with a Warwickshire GP (and those working and studying in Warwickshire for stop smoking support), to lead an active and healthy lifestyle. This will be through information, advice and guidance, self-help tools (such as NHS Weight Loss App), and interventions underpinned by evidence and behaviour change techniques delivered via a health coach model. The objective is to ensure service users make sustainable positive behaviour changes and therefore reduce their risk of developing long-term health conditions.
Total Quantity or Scope
Warwickshire County Council (the Council) is seeking a single provider to deliver an integrated Healthy lifestyle service to provide support to Warwickshire residents, those registered with a Warwickshire GP (and those working and studying in Warwickshire for stop smoking support), to lead an active and healthy lifestyle. This will be through information, advice and guidance, self-help tools (such as NHS Weight Loss App), and interventions underpinned by evidence and behaviour change techniques delivered via a health coach model. The objective is to ensure service users make sustainable positive behaviour changes and therefore reduce their risk of developing long-term health conditions. We may modify the contract due to the following risks, which by their nature, are unable to be addressed in the contract as awarded: · The changing needs and requirements of the Council and the changing demands placed on the Council by its customers. Increases or decreases in funding - such as reductions or additions in budget allocations as part of the Council's budget setting processes, or as a consequence of additional funding streams which were unknown at the time of awarding the contract, but which are provided to increase the volume and scope of services delivered · Changes in legislation or national guidance · The identification of additional service recipients, not originally captured by the scope of the contract e.g. same service requirements for 16/17-year-old teenagers where contract is for 18-20s · Opportunities offered by emerging/new technologies. · Changes arising from the Local Government Reorganisation · Increases or decreases in funding - such as reductions or additions in budget allocations as part of the Council's budget setting processes, or as a consequence of additional funding streams which were unknown at the time of awarding the contract, but which are provided to increase the volume and scope of services delivered. This notice is an intention to award a contract under the competitive process and the approximate lifetime of the contract is £951884.50. This is a new service with a new provider. The contract will commence on 1st July 2026 and will end 31 March 2028. Additional information: The contract award criteria are specified in the procurement documents

Renewal Options
The initial contract term will be for 21 months, however the Council reserves the right to extend the contract by further periods not exceeding 24 months (24) being the maximum available extension period) at the discretion of the Council based on the contract performance of the successful applicant.

** PREVIEW NOTICE, please check Find a Tender for full details. ** This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by Midnight on 17th April 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. No declared conflicts or potential conflicts of interest were identified through the process. The tender required bidders to price for a Healthy Lifestyle Service. The evaluation model comprised 80% non-price, 20% price. Award decision makers: The Executive Director for Social Care and Health and the Director of Public Health. The chosen providers were selected due to achieving the highest scores across the key criteria used. The providers have been assessed and passed against the relevant key criteria and basic criteria.
