Description

To provide a foot-drop specialist Functional Electronic Stimulation (FES) service people who have walking difficulty subsequent to an upper motor neurone neurological condition. This includes, but is not limited to, conditions such as stroke, multiple sclerosis, spinal cord injury, brain injury, cerebral palsy, Parkinson's disease, hereditary spastic paraparesis, transvers myelitis, dystonia and functional neurological disorders. The service complies with ACPIN's clinical practice guidelines. Referrals are accepted for both adults and children from health care professionals and triaged against the ICB's criteria. If judged to be appropriate for FES treatment, patients are invited to an OML clinic for an assessment. Services provided from the following locations: Salisbury NHS Foundation Trust, Odstock Road, Salisbury, Wiltshire, SP2 8BJ This contract is for a period of 12 months from 01/04/26 to 31/03/27. Total Quantity or Scope

Provision of a foot-drop specialist Functional Electronic Stimulation (FES) service to patients with Stroke and Multiple Sclerosis (MS). The service is available Monday to Friday during normal working hours. The service focus is to teach patients/carers to apply the device on day 1 and on a consecutive day (day 2) assess and further train patients/carers as required. Follow up is required at 6, 18 and 42 weeks from first use and then yearly (after 42 week follow up) for as long as the device is used. The service may be accessed by patient/carers for continuous support to deal with users experiencing problems and/or equipment issues. The main referral route into the service is via a patient's GP and is for patients with Stroke with resultant foot drop or MS requiring lower limb FES. Direct Award C has been used for the award of this contract. The existing provider is satisfying the original contract and will likely satisfy the proposed new contract. The services provided are the service specification are not changing considerably The Commissioner made the decision of directly awarding the incumbent Provider Odstock Medical Limited in accordance with the following five criteria outlined in Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023. • Quality and innovation • Value • Integration, collaboration, and service sustainability • Improving access, reducing health inequalities and facilitating choice • Social value The authority is assured that the current provider is delivering this service and outcomes to a satisfactory level and meeting the needs of the Bath and North East Somerset, Swindon and Wiltshire Population and provides a Functional Electronic Stimulation service to patients with Stroke and Multiple Sclerosis. The approximate lifetime value of the contract is £206,512. The contract is for 1 year (1st April 2026 to 31st March 2027) This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and The Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Monday 13th April 2026. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The current incumbent, Odstock Medical Ltd, meets and in some cases exceeds requirement. The provider is currently meeting the required outcomes within the contract.
