Description

This Prior Information Notice is for a proposed framework for contractors to provide a range of repair, refurbishment and maintenance services and is envisaged to extend to extensive building repair and refurbishment. The purpose of this notice is to enable interested parties to engage with Scotland Excel to discuss the services currently available in the marketplace and options regarding the structure of the procurement and the anticipated direction of future market development. The lotting structure of this framework will be informed by market engagement. NOTE: This lotting structure is provisional and subject to change. Full details of the final lotting structure will be included within the tender documents.

Lot Division

1 Bathrooms

This lot includes for the repair, refurbishment, replacements, maintenance, installation and upgrades of bathrooms, wet rooms and W.C.’s. Contractors require to be registered members of Scotland and Northern Ireland Plumbing Employers’ Federation (SNIPEF) (or equivalent) and must be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

2 Electrical

To carry out all services defined as electrician services. Contractors require to be registered with the National Inspection Council for Electrical Installation Contracting (NICEIC) (or equivalent) and the electricians must be fully qualified, experienced and competent to carry out the Work Orders issued under this lot.

3 Fencing and Gates

This lot includes for the dismantling and removal of existing gates and fencing with the erection of new metal or timber replacement gates and fencing. New timber and/or metal gates and fencing may be erected to previously unenclosed ground. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

4 Flooring

This lot includes for the repair, replacement, maintenance and installation of flooring including carpets. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

5 Heating

To carry out all services defined as heating engineers services. Contractors require to be Gas Safe registered (or equivalent) in both domestic and commercial applications and the heating engineers must be fully qualified, experienced and competent to carry out the Work Orders issued under this lot.

6 Joinery

To carry out all services defined as joinery services. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

7 Kitchens

This lot includes for repair, replacement, maintenance, installation and upgrades of kitchens. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

8 Painting and Decorating

To carry out all services defined as painter and/or decorating services. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

9 Plastering and Ceramic Tiling Works

To carry out all services defined as plasterer work and tiling work. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

10 Plumbing

To carry out all services defined as plumber services. Contractors require to be registered members of Scotland and Northern Ireland Plumbing Employers’ Federation (SNIPEF) (or equivalent) and must be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

11 Renewables (Solar Thermal Panels, Solar Water Heating, PV, Heat Pumps)

This lot includes for servicing, planned and reactive maintenance of ground source heat pumps, air source heat pumps, solar thermal panels and (photovoltaic) PV systems. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

12 Roofing

To carry out inspection and/or cleaning of gutters, and repairs and maintenance to all types of roofs. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

13 Ventilation

To carry out the repair, replacement and maintenance of industrial ventilation and ventilation of commercial buildings. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

14 Windows and Doors

To carry out all services defined as glazier work. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

15 Multi-Trades

To carry out two, some or all services detailed in lots 1-14. Where a multi trades Work Order is awarded the Contractor will be required to supervise and coordinate all the trades under their control to ensure the efficient completion of the Work Order.

16 Extensive Building Repair and Refurbishment

To carry out works and services associated with significant alteration or restoration of buildings. This is inclusive of works associated with structural interventions, building exterior replacement, complete mechanical and electrical systems overhaul, major interior reconstruction and change of use or function repurposing of a building. Contractors require to be suitably qualified, experienced and competent to carry out the Work Orders issued under this lot.

The purpose of the PIN is to signal an intention to commence market engagement with those within the property maintenance and management market. Scotland Excel is to consider undertaking a tendering exercise to set up a new contracting agreement to service Scottish Local Authorities and Wider Public Sector housing maintenance and management services requirements.
