Description
The requirement is for a Framework Pricelist Agreement for GIS-compatible Marine Data and Marine Data as a Service (DaaS) for use across the Scottish public sector. The Framework shall allow Authorised Users to draw down the products and services outlined in this Statement of Requirements at agreed prices for the duration of this Framework.

Legal Justification
The current framework in operation ends on 1 May 2026. The provider of the raw data for this service is UKHO. The Service provision is to take the raw data and provide it in a more usable and polished solution. The UKHO announced that they were reviewing their costs meaning that providers of this service could not cost a solution without knowing the implications. This has caused delay to the tendering process. The implications of the costs have only just be announced and therefore the urgency due to delay has caused an accelerated procedure to be used.

The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.
