Description
NY Highways (NYH) requires a Framework Agreement for the supply of non‑operated plant, tools, welfare units, telehandlers, and for the servicing, maintenance and repair of NYH‑owned equipment. The framework will support highways maintenance activities across seven operational areas in North Yorkshire. It will run for two years with options for two further one‑year extensions. The framework covers five lots. Lot 1 includes the hire of non‑operated plant such as excavators, dumpers, rollers and associated attachments, supplied with all required certification, compliant with health and safety legislation, and delivered in a safe, fully functional condition. Lot 2 covers the hire of small tools and equipment including breakers, compaction equipment, generators, lighting, fencing, horticultural equipment, traffic management equipment and specialist detection devices, with all necessary accessories, servicing and calibration included. Lot 3 provides mobile welfare units and portable toilets with weekly servicing covering emptying, cleaning and replenishment of all consumables. Lot 4 covers the hire of 7‑metre telehandlers including forks and buckets, meeting LOLER requirements and maintained to support essential winter highway operations. Lot 5 covers servicing, repair, maintenance and calibration of NYH‑owned plant and equipment across multiple depots, including the supply of all parts, materials and documentation required to keep equipment in a safe, legally compliant and operational condition. Suppliers must provide both planned hire and rapid emergency response services, with stringent delivery and breakdown response times. All equipment must be modern, safe, compliant with relevant regulations, and supplied with appropriate certification and records. Delivery may be required to depots or to specific site locations, and equipment is not considered off‑hire until formally released by NYH. Replacement equipment must be provided when hired or NYH‑owned items are out of service. The Supplier must maintain accurate contract data, comply with key performance indicators relating to availability, condition, repairs, collections and invoicing, and support NYH sustainability objectives including reductions in emissions, waste and environmental impact. This procurement will ensure continuous access to reliable, fit‑for‑purpose equipment and responsive support services essential for the delivery of highways maintenance activities across North Yorkshire.

| 1 | Plant The hire of non-operated plant and attachments to support highway maintenance operations across North Yorkshire. Equipment includes air compressors, compaction rollers, dumpers and attachments. All equipment must meet maximum vibration ratings of 5 m/s² and noise ratings of 85 dB(A). Suppliers must provide both planned hire and 24/7 emergency response capability, with replacement or breakdown response within 2 hours or by the start of the next working day, whichever is sooner. |
| 2 | Tool Hire The hire of tools and small powered equipment to support highway maintenance operations across North Yorkshire. Equipment includes petrol-powered and hydraulic breakers (minimum 20kg), hydraulic power packs and associated tools. All equipment must meet maximum vibration and noise standards. Suppliers must provide both planned hire and 24/7 emergency response, with replacement within 4 hours or by the start of the next working day, whichever is sooner. |
| 3 | Welfare Units The hire of portable toilets, mobile welfare units and van-based welfare units for use at NYH depots and highway maintenance sites across North Yorkshire. Weekly servicing is required, including emptying and cleansing, waste disposal, and supply and replenishment of chemicals, water and cleaning materials. |
| 4 | Telehandler Hire The hire of self-propelled telehandlers with a maximum reach of 7 metres and minimum lift capacity of 3.1 tonnes, unless otherwise specified. All machines must comply with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) and be supplied with a valid certificate of thorough examination. Emergency replacement is required within 2 hours. |
| 5 | Servicing and Maintenance of NYH Owned Plant The maintenance, servicing, repair and recalibration of all NYH-owned plant and equipment across North Yorkshire. The supplier is responsible for provision of all required parts and materials and must ensure equipment remains in a safe, fully operational condition at all times. Response to breakdown or service requests is required within 4 hours or by the start of the next working day, whichever is sooner. |

Award Criteria
| quality | The framework will be evaluated on quality only at tender stage. Suppliers must demonstrate that they meet or exceed clearly defined quality criteria covering capability, compliance and the ability to meet NYH service standards.
