Description
Rossendale Borough Council is seeking to appoint a suitably experienced organisation to act as the lead delivery partner for an inclusive Creative Skills Programme for Young People across Rawtenstall, Waterfoot and Crawshawbooth. The programme will focus on: Developing practical creative skills Building confidence and aspiration Supporting progression into employment, training or enterprise within the creative industries Ensuring inclusive engagement and co‑creation with young people The successful provider will design and deliver a structured programme of activity over a four‑year period, including an annual youth‑led creative event, partnership working with local schools, youth services and creative practitioners, and clear arrangements for monitoring and evaluating outcomes.
Award Criteria
| Delivery and Quality | Assessment of the bidder's understanding of the aims of the Creative Skills Programme and the needs of young people in Rawtenstall, Waterfoot and Crawshawbooth, together with the quality and feasibility of the proposed delivery model. This includes programme design, creative skills activity, youth engagement and inclusion, partnership working, delivery of an annual youth‑led creative event, resourcing, risk management, and arrangements for monitoring and evaluating outcome |
| Price and Value for Money | Assessment of the bidder's proposed costs and value for money, including how the available revenue and capital budgets will be used to deliver the programme, transparency of costs, and proposals to maximise value, including any match funding or in‑kind contributions. |
| Governance, Risk and Compliance | Assessment of governance, risk management and compliance arrangements, including completion of all required ITT schedules and declarations, and evidence of appropriate insurances, safeguarding, financial stability, health and safety, and data protection arrangements. |
| Social Value | Assessment of the social value commitments offered through delivery of the contract, including provision of local employment, training or creative opportunities, support for local businesses and creative practitioners, reduction of environmental impact, and development of partnerships with schools, youth services, community organisations and creative practitioners, as set out in the Social Value Questionnaire. |
