Description
The support and maintenance of the NI Child Health System application. The NICHS is used by all HSC Trusts to record and manage services to the children and young adults for whom they have responsibility. The systen has been regularly enhanced over its lifetime to ensure it continues to meet the changing requirements of it isers. NICHS provides essential supprt to staff undertaking, Health Apprasials, Screening, Vaccination and Immunization of children - both before they start school and during their period of school attendance. Critically, the system also caters for the complex issues associated with "cross boundary flow" where a child my reside in one Trust but receive services in another and provides a comprehensive history of a child's immunizations across 5 Health Trusts by presenting a unified view of the multi-Trust activities, no metter which Trist's users are accessing the child's record. Year is for full support and maintenance, Year 2 is READ ONLY support, Year 3 READ ONLY, Year 4 is READ ONLY Support

Legal Justification
Single supplier - technical reasons Dedalus, who trade as DH Opcp UK LTD in the UK, have an excellent understanding of the technology underpinning the NI Child Health System application havinh worked for over 40 years in the child health business area and with the UNIDATA/UniBasic technology. In that time, Dedalus staff turnover was minimal. Crucially, over the 40 years, Dedalus (DH Opcp UK Ltd) have built up extensive business knowlesge across all programmes of Child Health. They have an in-depth understadning and knowledge of the intricate rules and associated inter0dependancies that apply to the planning and delivery of the Child Health service. They are acutely aware of the reliance trust staff pla e on the system and have grown the capability to accurately and quikly design and deliver system enhancements as well as quicly and accurately resolve incidents as and when they arise. (This has been particualrly valuable during the COVID-19 perios when enhancements wwere requested for delivery in a very short timeframe). Dedalus also own the IPR tot he current system. To procure a bespoke replacement would take years, which would not fit into the timeframe of how long a system will be needed for. BSO staff would not be able to supporrt the current application as it does not have the skillset or experience to support this technology
