Legal Justification

The urgent contract was awarded as the services needed to commence as near to the beginning of the financial year as possible and the ad hoc interventions were non-consultant led and bespoke to Wakefield Place. A full procurement would not support testing the interventions as soon as possible within the funded year as would have taken too long to complete to support the NHSE Economic Accelerator having any meaningful pilot results. The programme board agreed in this case an urgent award was appropriate.
