Supplier holds non transferable, site specific knowledge including geotechnical data, contamination mapping, regulatory engagement history, and an agreed technical baseline accepted by DOEE. They have also secured deadline extensions from DOEE, which is dependent on supplier continuity. Changing supplier at this stage would require duplication of surveys, re engagement with the regulator, revalidation of assumptions, and reapplication for extensions with no certainty of approval and so immediate risk of regulatory enforcement. In addition, the works require engagement with DOEE approved specialist contractors within a tightly regulated local market and within the required timescales.
