YPO will incorporate a standstill period at the point of notification of the award of the establishment of the DPS is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Please note that this contract notice is supplemental to the original Contract Notice submitted in OJEU under reference number 2017/S 031-056666, the updated contract notice number 2025/S 000-022146 in Find a Tender Service which was to extend the life of the DPS in line with the transitional arrangements under the Procurement Act 2023.
