Description
Provision of specialist supported accommodation for adults with mental health needs, including those eligible under Care Act 2014 and Section 117 aftercare. Operation of multiple 24/7 supported accommodation schemes across four clusters. Delivery of structured recovery‑focused interventions, daily living skills support, and personalised support planning. Management of forensic and high‑risk clients, with embedded multi‑agency clinical collaboration. Integrated working with ASC Mental Health, CNWL, the Integrated Care Board, and other statutory partners. Legal Justification
WCC takes the view that the above-mentioned twelve-month extension is a permissible modification pursuant to Regulation 72(1)(b) of the Public Contracts Regulations 2015. The modification was rendered necessary because the Council could not complete a compliant, safe and robust re‑procurement of the Mental Health Pathway before the existing contract expiry of 30 April 2026. The redesign of the pathway requires extensive co‑production with ASC, CNWL, the ICB, residents and partners, as well as JSNA findings and service‑wide performance improvement work, all of which were still in progress. These inter‑dependencies, coupled with the technical complexity of Lot 1 (24/7 accommodation, forensic clients, specialist clinical pathways) and unexpected commissioning resource constraints across 2024–2026, created circumstances that could not have been foreseen when earlier extension options were exercised. As a result, a 12‑month time‑only modification is essential to maintain lawful and uninterrupted delivery of statutory S117 and Care Act services while completing the full competitive procurement
Other Information
For the purposes of the values quoted in this notice: (i) the original value of the contract at award was £3,586,768 (ii) the value of the contract following the extension period (from 1 May 2023 – 30 April 2026) increased to an overall total of £5,523,980; and (iii) following the modification referred to in section VII.2.1 below the total overall value of the contract is £6,640,827.
