Description
The Vulnerable Children and Families (VC&F) portfolio consists of four programmes of work: Families and Family Hubs, Early Years, Social Work Workforce, and Childrens Social Care. The multi-capability contract will deliver specialist skills across the GDS job families to provide full coverage and the ability to work in blended teams to meet business demands and deliver across all four programmes, with the possibility that the portfolio may expand with additional services/ programmes/projects.

Legal Justification
The requirement for modification has arisen due to the delays to the Crown Commercial Service (CCS) framework Digital Outcomes and Specialists (DOS7.) The revised CCS timetable represents a material and external change that a diligent authority could not have reasonably anticipated or mitigated. The delay directly affects the Departments procurement strategy and the ability to conclude a replacement procurement within the required timescales. The launch of the CCS Framework DOS7 has significantly affected initial proposed timelines. This is an external factor outside the contracting authority’s control. There is insufficient time to conduct a compliant competition via any other commercial route complete with a transition period and ensure continuity of critical services. Transitioning to a new supplier without adequate handover would present significant risk to business continuity and impacts end uses. Accordingly, the circumstances give rise to the modification were not foreseeable and are beyond DfE’s control. No additional services or elements of the contract will be modified.
