Connect to Work will support the wider development of locally planned systems to drive growth, working jointly with the United Kingdom Government. By encouraging join up between health systems and employment support, Connect to Work will support those, primarily, currently outside the workforce and facing greater labour market disadvantages, to stay in work and get back into work.

This contract covers services including the delivery of the IPS Mental Health Support Service. The IPS (Individual Placement and Support) supports people with severe mental health difficulties into employment. It involves intensive, individual support, a rapid job search followed by placement in paid employment, and time unlimited in-work support for both the employee and the employer.

Legal Justification

The justification for this Direct Award is that the services being procured include the delivery of the IPS Mental Health Support Service. The IPS (Individual Placement and Support) supports people with severe mental health difficulties into employment. It involves intensive, individual support, a rapid job search followed by placement in paid employment, and time unlimited in-work support for both the employee and the employer. The NHS have experience in and alignment to existing IPS systems, and staff have the necessary accredited and audited qualifications and experience to provide the clinical governance which is required. Delivery of this service is attributed to the CPV codes 85100000-0 Health Services and 85121270-6 Psychiatrist or Psychologist Services which are listed as relevant services under the PSR Regulations.
