Description
Provision of a borough-wide cloud-based Schools Management Information System (MIS) to support statutory school functions including census returns, workforce reporting, attendance, behaviour, assessment, safeguarding records and pupil data management. The contract has been awarded via direct award under the YPO Framework 1095 to the incumbent provider, Arbor Education Partners Ltd, to ensure continuity of service, avoid operational disruption to schools and maintain existing borough-wide investment. The contract term is four years with optional package upgrades available to participating schools. Maximum total contract value is £717,772.65.
Total Quantity or Scope
Following review of available procurement routes, the Authority used YPO Framework 1095 Software Application Solutions and completed a compliant direct award to Arbor Education Partners Ltd as the incumbent supplier. This approach was selected to maintain continuity of service and data, protect existing investment, minimise transition risk, and avoid disruption to schools during the academic year.

Legal Justification
The contract was awarded as a call-off contract under YPO Framework 1095 - Software Application Solutions, which was established in accordance with the Public Contracts Regulations 2015. The framework permits direct award where the relevant conditions and requirements set out in the framework agreement are met. The Authority identified Arbor Education Partners Ltd as meeting the requirements for the provision of a cloud-based Schools Management Information System. The direct award was made in accordance with the terms of the framework and the call-off procedure permitted under the framework agreement. This approach was selected to maintain continuity of service, protect existing investment, minimise transition risk, and avoid disruption to schools during the academic year. Accordingly, no separate prior publication of a contract notice in the Official Journal of the European Union or on the Find a Tender service was required for this call-off contract. The original framework agreement was previously advertised and competed, and this contract has been awarded under that framework in accordance with Regulation 33 of the Public Contracts Regulations 2015.
