The Domestic Abuse Support Service will provide a comprehensive support service for adults, children and families affected by domestic abuse. The service will respond flexibly to changing circumstances, offering a range of interventions and support to be able to respond appropriately and in a timely manner when people seek help.

Legal Justification

the increases in contract values are necessary in order for Leeds City Council to continue to fulfil its statutory requirements relating to the Domestic Abuse Act 2021. The timing of the confirmed funding allocation and level did not allow for a competitive tendering exercise as final allocations were not confirmed until March 2026. As these contracts relate to statutory requirements, there can be no break in the continuity of provision of services, however, from a technical perspective, a change in the contractor is not feasible at this stage. The existing contractors are well established and ensure a delivery of service in line with the statutory requirements. A change in contractor at this stage would require significant mobilisation work which could not be achieved in such a short time span
