Description
Dumfries and Galloway Council’s Waste Service is seeking to appoint Service Providers to receive, treat and/or dispose of a number of waste streams with a view to managing the waste in accordance with the waste hierarchy. The waste in question are three waste streams, offered in six separate lots, primarily from our Ecodeco Mechanical Biological Treatment (MBT) plant but also from waste transfer stations.
Lot Division
| 1 | MBT Refuse Derived Fuel (RDF)
This Lot is seeking the provision of a suitably permitted or licensed waste facility to received RDF. This waste stream is the sole output of the MBT plant. RDF is residual waste that has been through an initial MBT shredder, which is effectively a ‘de-bagging’ operation and then the MBT drying process. Upon receipt of the waste the Service Provider must manage this waste stream in full compliance with the waste hierarchy, the waste duty of care, and all applicable legislation and official guidance. This includes, but is not limited to, the forthcoming ban on landfilling biodegradable municipal waste (BMW) in Scotland and the restriction on incinerating residual waste without pre-treatment. |
| 2 | Contingency for Residual Waste Reception and Treatment (Annan) This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to provide contingency arrangements to receive and treat Residual Waste (including any non-hazardous waste) from Annan Waste Transfer Station when normal disposal routes are unavailable. The facility must be within approximately 50 miles by road of Annan HWRC. Upon receipt of the waste the Service Provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Treatment options offered should be as far up the waste hierarchy as possible. |
| 3 | Contingency for Residual Waste Reception and Treatment (Dumfries) This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to provide contingency arrangements to receive and treat Residual Waste (including any non-hazardous waste) from the Nithsdale area of Dumfries and Galloway when normal disposal routes are unavailable. The facility must be within approximately 50 miles by road of Dumfries MBT plant. Upon receipt of the waste the Service Provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Treatment options offered should be as far up the waste hierarchy as possible. |
| 4 | Contingency for Residual Waste Reception and Treatment (Castle Douglas) This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to provide contingency arrangements to receive and treat Residual Waste (including any non-hazardous waste) from Castle Douglas Waste Transfer Station when normal disposal routes are unavailable. The facility must be within approximately 50 miles by road of Castle Douglas HWRC. Upon receipt of the waste the Service Provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Treatment options offered should be as far up the waste hierarchy as possible. |
| 5 | Contingency for Residual Waste Reception and Treatment (Stranraer) This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to provide contingency arrangements to receive and treat Residual Waste (including any non-hazardous waste) from Stranraer Waste Transfer Station when normal disposal routes are unavailable. The facility must be within approximately 110 miles by road of SZWP. Upon receipt of the waste the Service Provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Treatment options offered should be as far up the waste hierarchy as possible. |
| 6 | MBT Plant Dust This lot is seeking the provision of a suitably permitted or licenced Service Provider to provide a Nominated Facility to receive MBT Plant Dust for treatment. The Service Provider’s Nominated Facility should be within approximately 60 miles by road of the MBT plant. This output from the MBT is the fine organic dust from the MBT plant’s dust extraction system. Upon receipt of the waste the Service Provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Treatment options offered should be as far up the waste hierarchy as possible. |
Renewal Options
The contract will operate for an initial two year period with an option to extend for a further two 12-month periods.
