OVERVIEW: NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. Our Approved Organisation list can be found on: https://www.sbs.nhs.uk/services/framework-agreements-categories/ NHS SBS intends to put in place a Framework for Public Sector Construction Consultancy. This includes the following Lots: • Lot 1 - Multidisciplinary Services • Lot 2 - Project Management • Lot 3 - Civil and Structural Engineering • Lot 4 - Quantity Surveyor • Lot 5 - Mechanical, Electrical, and Public Health (MEP) Services • Lot 6 - Principal Designer CDM Services • Lot 7 - Architectural Services • Lot 8 - Building Surveyor • Lot 9 - Healthcare Planning • Lot 10 - Net Zero, Environmental Consultancy, and Sustainability • Lot 11 - Ancillary Services CALL FOR ACTION: Organisations that are interested in bidding for this future opportunity (i.e. Potential Bidders) are invited to attend a Pre-Procurement Bidder Webinar, which will provide the following benefits: - Potential Bidders will gain a clear understanding of the requirements of the procurement, and can determine in advance whether they wish to bid for the future opportunity. - Potential Bidders will gain an understanding of the evaluation process and timescales for procurement documentation publication, clarification question submission, and bid responses. The Bidder Webinar will take place at 10am on Wednesday 10th June 2026.

Lot Division

1 Multidisciplinary Services
  • Value: £2B

This Lot provides the option for Approved Organisations to appoint a multi‑disciplinary team using the following disciplines as a minimum: - project manager, quantity surveyor, architect, civil and structural engineer, mechanical, electrical, public health, and principal designers. Approved Organisations can tailor the scope of Services to suit their project. The Supplier will act as lead on the project and manage all other disciplines, including the coordination and integration of all design information. Additional disciplines such as BIM management, fire engineering, and sustainability / net zero consultancy may be included, where required.

2 Project Management

This Lot provides Approved Organisations with access to project and programme management expertise, including a review of the capital plan, the creation of the project brief, and formation of the project management plan. Services include managing the delivery of contracts for works, services, and goods in conjunction with the agreed project management plan and / or programme management plan.

3 Civil and Structural Engineering

This Lot enables Approved Organisations to procure detailed design, specification, technical consultancy, and engineering regarding structural options based on the initial brief. It includes outline design schematics, staging and programme advice, buildability, and maintenance issues. There is also provision for site investigation, topographical surveys, testing and input into value engineering studies, optioneering studies, and / or life cycle cost studies.

4 Quantity Surveyor
  • Value: £2B

This Lot provides Approved Organisations with access to on-going cost and contract advice for construction projects. This includes the preparation of cost estimates to support capital planning and business planning activities, cost advice to support value engineering studies, risk management advice, preparation and maintenance of cost plans, and the provision of contractual advice in relation to procurement strategy and tender documents. Also, where requested, it includes the preparation of commercial final accounts for works, agreeing the value of outstanding snagging items, and the provision of all contract deliverables before recommending final payment.

5 Mechanical, Electrical, and Public Health (MEP) Services

This Lot enables Approved Organisations to procure detailed design schematic drawings, specification and detailing of mechanical, electrical, and public health services (MEP), including thermal and / or performance modelling (e.g. CFD modelling or energy usage simulations) of the proposed works. It includes MEP technical advisory services for energy supply (electricity, gas, renewables), heating, ventilation, water, drainage and plumbing, daylighting, artificial lighting, refrigeration, lifts, communications, networking and security, and alarm systems.

6 Principal Designer CDM Services

This Lot provides Approved Organisations with access to advice and support in respect of the CDM Regulations. This includes planning, managing, monitoring, and coordinating health and safety in the pre-construction phase, the preparation of a pre-construction information pack, working with designers on the project to eliminate or mitigate foreseeable health and safety risks, and ensuring that everyone involved in the pre-construction phase communicates and cooperates, coordinating their work.

7 Architectural Services

This Lot provides Approved Organisations with access to architectural design, technical consultancy, engineering services, and the duties of the principal designer appointed under the Building Safety Act 2022 across all RIBA Plan of Work stages.

8 Building Surveyor
  • Value: £2B

This Lot provides Approved Organisations with access to building surveyor services in accordance with RICS professional standards and competencies, including undertaking general building condition surveys and preparing reports, undertaking structural surveys and preparing specifications, providing whole life cost considerations, advising on the conservation of historic buildings, assisting with planning applications and advising on property legislation and building regulations, and assisting with design and regulations on access to meet the needs of people with disabilities.

9 Healthcare Planning

This Lot enables Approved Organisations to procure healthcare planning consultancy services to support healthcare teams on projects of all scales in the planning of future healthcare resource requirements, including healthcare facilities and clinical sites. It includes best practice advice in key service objectives, clinical strategy, design and policies, ensuring optimum use of healthcare sites, and advising on all relevant healthcare planning matters.

10 Net Zero, Environmental Consultancy, and Sustainability

This Lot provides Approved Organisations with access to net zero, energy and efficiency, and carbon management services to support achieving net zero carbon emissions. It includes a review of current position and provision of solutions to achieve the net zero target, the building and / or implementation of a carbon neutral strategy, net zero certifications, assistance in the reduction of scope 1, 2, and 3 emissions, measuring and analysing carbon emissions, advising on low carbon and net zero design, and energy audits, surveys, and reports.

11 Ancillary Services

This Lot provides a route for Approved Organisations to procure additional construction advisory services in accordance with professional standards and competencies that may not be specifically covered under the other Lots.
