Description
Northern Gas Network has a large portfolio of sites which require grass cutting, weed clearance and bushes & hedges to be maintained. There is also a requirement for scrub clearance along approximately 80km of pipelines, this varies in density from general scrub clearance through to impassable densely packed scrub, trees & bushes etc. This Framework is the initial clearance of the pipelines, with annual maintenance of pipelines and sites for the duration of the Framework Agreements.

Legal Justification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee. Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: During delivery of the framework, actual site conditions encountered along pipeline easements were materially different from those reasonably anticipated at the time of tender. These included: • Significantly denser and more mature vegetation than indicated by available survey data; • Inaccurate or incomplete land access and landowner information requiring additional liaison and preparation activities; and • Increased reliance on specialist plant, equipment and delivery methodologies to maintain safety, environmental compliance and operational continuity. These factors could not reasonably have been foreseen by Northern Gas Networks Operations Limited acting with due diligence at the time of the original procurement.
