Description

LHCPG is seeking to establish a multi-supplier Framework Agreement for the provision of housing, regeneration, demolition, remediation and enabling works across the United Kingdom. The Framework will support the delivery of: New build residential developments Retrofit and estate regeneration Demolition services Remediation and enabling works Defence housing and secure environment works Appointed suppliers will deliver works as Principal Contractor, including associated design responsibilities, in compliance with relevant statutory, regulatory and funding requirements.

Lot Division

1 New Build Traditional Housing - 1 - 10 Units

This workstream covers the delivery of new build residential (1 - 10 Units) developments across the UK, including houses, apartments, and mixed-use schemes, as well as specialist accommodation such as supported living, care facilities, student housing and key worker accommodation. Appointed companies will be required to act as Principal Contractor and undertake associated design responsibilities, delivering projects in compliance with all relevant regional regulations, funding requirements and standards, including those relating to building safety, energy performance, and net zero carbon objectives. Solutions may incorporate both traditional construction and Modern Methods of Construction (MMC), where appropriate to project requirements.

2 New Build Traditional Housing - 11 to 25 Units

This workstream covers the delivery of new build residential developments (26 to 50 Units) across the UK, including houses, apartments, and mixed-use schemes, as well as specialist accommodation such as supported living, care facilities, student housing and key worker accommodation. Appointed companies will be required to act as Principal Contractor and undertake associated design responsibilities, delivering projects in compliance with all relevant regional regulations, funding requirements and standards, including those relating to building safety, energy performance, and net zero carbon objectives. Solutions may incorporate both traditional construction and Modern Methods of Construction (MMC), where appropriate to project requirements.

5 New Build Traditional Housing - Housing above 18m in height

This workstream covers the delivery of new build residential developments (Housing above 18m in height) across the UK, including houses, apartments, and mixed-use schemes, as well as specialist accommodation such as supported living, care facilities, student housing and key worker accommodation. Appointed companies will be required to act as Principal Contractor and undertake associated design responsibilities, delivering projects in compliance with all relevant regional regulations, funding requirements and standards, including those relating to building safety, energy performance, and net zero carbon objectives. Solutions may incorporate both traditional construction and Modern Methods of Construction (MMC), where appropriate to project requirements.

6 Retrofit & Estate Regeneration - 0 to 2m value band

This workstream covers the delivery of retrofit, refurbishment and estate regeneration (0 to 2m value band) to existing housing across the UK including houses, apartments as well as specialist accommodation such as supported living, care facilities, student housing and key worker accommodation. The Retrofit works may include but are not limited to (i) Internal modernisation, extensive redecoration, (ii) Re-wiring, (iii) Replacing space heating systems, (iv) Replacing doors and windows, (v) Relacing Kitchens and Bathrooms Page 11 to 25 (vi) Essential repairs to the building fabric (vii) Improvements to the energy efficiency of the building (viii) The extension or conversion of an existing building. The estate Regeneration works primarily target the broader physical environment and may include but not limited to (i) Introduction of Landscaping (ii) Repairs to infrastructure (iii) Play areas and equipment.

This workstream covers the delivery of full and partial demolition works (Over 1m value band) across a range of residential and associated non-residential assets, including site clearance and preparation for redevelopment. Works may include soft strip, structural demolition, removal of below-ground obstructions, hazardous material remediation, service disconnections and diversions, and associated enabling works. Appointed companies will be required to deliver a complete end-to-end service, including demolition planning, temporary works, environmental management and site handover, ensuring all activities are carried out in compliance with relevant legislation, health and safety requirements and recognised industry standards.

9 Demolition Services - Over 1m value band

This workstream covers the delivery of full and partial demolition works (Over 1m value band) across a range of residential and associated non-residential assets, including site clearance and preparation for redevelopment. 10 Remediation and Enabling Works - Remediation

This workstream covers the delivery of site remediation works required to prepare land for development, including the treatment and management of contaminated land, ground improvement, and associated site preparation activities. Works may include the development and implementation of remediation strategies, removal or containment of contaminants, gas protection measures, verification and validation reporting, and the safe management of materials. Enabling works may include site clearance, earthworks, utility disconnections, ecological and arboricultural protection measures, and the establishment of site access and security. Appointed companies will be responsible for delivering a fully managed service, including the preparation of remediation method statements, compliance with statutory and environmental requirements, and provision of verification documentation to support regulatory approval and site handover.

Enabling works may include site clearance, earthworks, utility disconnections, ecological and arboricultural protection measures, and the establishment of site access and security. Appointed companies will be responsible for delivering a fully managed service, including the preparation of remediation method statements, compliance with statutory and environmental requirements, and provision of verification documentation to support regulatory approval and site handover.

12 Defence Housing & Enabling Works

This workstream covers the delivery of new build housing, refurbishment, and associated enabling works within defence and secure environments across the UK, including Ministry of Defence (MoD) accommodation and related infrastructure. Works may include residential development, site preparation, infrastructure and estate regeneration activities, delivered in accordance with project-specific requirements and operational constraints. Appointed companies will be required to deliver a fully managed service, including compliance with enhanced security, information management and personnel vetting requirements, alongside all relevant statutory, technical and government standards. Suppliers must demonstrate the capability to operate within secure environments, including maintaining appropriate certifications (such as cyber security and information management standards), and ensuring continuity of suitably cleared personnel throughout the lifecycle of each project.

Other Information

Framework operation description The Framework Agreement will be operated in accordance with the Framework Alliance Contract (FAC-1), including LHCPG-specific amendments. Call-off contracts may be awarded by LHC Clients using one of the following procedures: 1. Competitive Selection (Mini-Competition) A further competition conducted among all capable Appointed Companies within the relevant Lot and geographic area. Award will be based on project-specific criteria determined by the LHC Client, which may refine (but not fundamentally alter) the award criteria set at Framework stage. 2. Direct Award A call-off contract may be awarded without further competition where the Appointed Company is selected in accordance with a pre-defined and objective mechanism set out in the Framework Agreement. These mechanisms include (but are not limited to): Ranked Framework Score Method Pre-Priced Schedule / Standard Configuration Method Objective Technical Compatibility Method In all cases, the LHC Client must document and evidence the application of the relevant objective mechanism in accordance with the Procurement Act 2023. Pricing Prices submitted at Framework award stage represent Agreed Maximum Prices and include schedules of rates, standard pricing scenarios and overhead and profit percentages. These prices may be subject to periodic adjustment in line with published inflation indices as set out in the Framework Agreement. At call-off stage, pricing may be determined by: application of pre-priced framework rates; further competition; or direct award in accordance with the applicable objective mechanism.
