Description

City of Glasgow College is seeking to establish a multi-lot Framework Agreement for the provision of STCW Tanker Training Services on an as-required basis. The framework will support contingency and supplementary delivery requirements where in-house provision is unavailable or insufficient. Courses include basic and advanced tanker training across four lots

Lot Division

1 Basic Training for Oil, Chemical and Liquefied Gas Tanker Cargo Operations

Provision of STCW-compliant Basic Training for Oil, Chemical and Liquefied Gas Tanker Cargo Operations on an as-required basis. Delivery may take place at supplier premises and/or City of Glasgow College premises depending on operational requirements. The successful provider must hold all relevant MCA approvals and suitably qualified instructors.

2 Advanced Training for Oil Tanker Cargo Operations

Provision of STCW-compliant Advanced Training for Oil Tanker Cargo Operations on an as-required basis. Delivery may take place at supplier premises and/or City of Glasgow College premises depending on operational requirements. The successful provider must hold all relevant MCA approvals and suitably qualified instructors.

3 Advanced Training for Chemical Tanker Operations

Provision of STCW-compliant Advanced Training for Chemical Tanker Operations on an as-required basis. Delivery may take place at supplier premises and/or City of Glasgow College premises depending on operational requirements. The successful provider must hold all relevant MCA approvals and suitably qualified instructors.

4 Advanced Training for Liquefied Gas Tanker Operations

Provision of STCW-compliant Advanced Training for Liquefied Gas Tanker Operations on an as-required basis. Delivery may take place at supplier premises and/or City of Glasgow College premises depending on operational requirements. The successful provider must hold all relevant MCA approvals and suitably qualified instructors.

Requirements will be called off on an ad hoc basis. Economic operators may be excluded from this procurement exercise where any of the mandatory or discretionary exclusion grounds apply under the Public Contracts (Scotland) Regulations 2015. This procurement exercise is being conducted electronically via PCS-Tender. All procurement documents, tender responses, clarifications and communications will be managed through PCS-Tender. The successful bidder(s) may be required, prior to contract award, to provide supporting declarations, certificates and other evidence confirming compliance with the SPD and tender requirements. Failure to provide satisfactory evidence may result in exclusion from the procurement process. This Framework Agreement does not guarantee any minimum volumes of business. Requirements will be called off on an as-required basis throughout the contract term.
