Description
Our organisation is committed to embedding a unified and authentic leadership culture that reflects our HEART values-Honesty, Empowerment, Accountability, Respect, and Trust. This request is about building on the success of our initial senior leadership programme that was implemented during 2025, we now aim to extend this blended approach to all leaders across the organisation (approximately 600 colleagues), spanning entry-level grades through to executive level. The proposed blended approach combines supplier expertise with internal delivery and coaching, enabling knowledge transfer and securing capability for SLC to deliver the programme in house, thereby strengthening sustainability and future proofing our leadership development offer.

Legal Justification
The direct award justification for this contract is covered in Schedule 5 of the PA23 - Direct Award in Special Cases - Additional or repeat goods, services or works. FranklinCovey was appointed in 2025 through a compliant call off from Government Commercial Agency DPS and has since delivered a leadership programme to the Executive and SMT cohort. That programme is already established and being used, and there is now a need to extend it across all leaders as part of SLC's transformation Enable programme. The requirement is a continuation of leadership development training previously delivered by FranklinCovey (which will be extended to all SLC leaders) and relies on its trademarked and proprietary 4ER methodology. Progressing with an alternative supplier at this stage would result in incompatibility with the existing programme, duplication of cost, and a loss of value from the investment already made. The FranklinCovey 4ER methodology and associated materials are proprietary to the supplier. As such, the programme cannot be continued by another provider without significant redesign, which would introduce additional cost, delay, and delivery risk.
