Description
Provision of bowel cancer screening endoscopy services, primarily colonoscopy procedures, delivered in support of the NHS Bowel Cancer Screening Programme. The contract has been awarded under the Provider Selection Regime Direct Award Process C to ensure continuity of clinically safe and effective screening services.
Total Quantity or Scope
This procurement relates to the provision of bowel cancer screening endoscopy services primarily colonoscopy procedures delivered as part of the NHS Bowel Cancer Screening Programme. The services support the early detection of bowel cancer and the identification and removal of pre‑cancerous lesions in line with national screening standards.The contract has been awarded under the Provider Selection Regime Direct Award Process C as the existing provider is delivering the services to a satisfactory standard and continuity of clinically safe, effective, and accessible screening services is required. the lifetime of the service is to be 1 year at a cost of £142,594.40 and will begin 01.08.26 - 31.07.26

Legal Justification
This contract has been awarded to a single economic operator under the Provider Selection Regime (Direct Award Process C). The existing provider is currently delivering the bowel cancer screening services to a satisfactory standard and is expected to continue to do so under the proposed contract. The scope of the services and contractual arrangements are not changing considerably, and continuity of clinically safe, effective, and accredited screening services is required. In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, a competitive process involving multiple operators was not considered necessary or appropriate.
Other Information
Maintaining uninterrupted access to bowel screening is essential for patient pathways, early detection rates, and overall service outcomes. The PSR statutory guidance highlights that continuity of service, particularly in regulated clinical pathways, is a key consideration in determining the most suitable procurement route. The current providers at Saxon Clinic and Chiltern Clinic are already integrated into the screening pathway, workforce arrangements, booking systems, and reporting processes. Any cessation or change of provider would create gaps in delivery, resulting in cancelled appointments and reduced screening throughput.Therefore, continuity of service was essential and supported use of Direct Award CThis contract has been awarded underthe provision of the Provider SelectionRegime (PSR).
