Description
These contracts cover access to inpatient and outpatient mental health services for serving personnel. The prime contractor is Midlands Partnership University NHS Foundation Trust (MPFT) and it works with the following NHS trusts (known as The Joining Forces Network): Cambridgeshire and Peterborough NHS Foundation Trust, Hampshire & Isle of Wight Healthcare NHS Foundation Trust, NHS Grampian, NHS Greater Glasgow & Clyde Somerset NHS Foundation Trust and Tees Esk and Wear Valleys NHS Foundation Trust. Patients are admitted from the UK and from overseas and managed through a single point of access through MPFT. The model of care is an evidenced based assessment, stabilisation/treatment and a focus on returning people to work as quickly as is clinically safe.
Total Quantity or Scope
The contracts cover access to inpatient and outpatient mental health services for serving personnel. The prime contractor is Midlands Partnership University NHS Foundation Trust (MPFT) and it works with the following NHS Trusts (known as The Joining Forces Network): Cambridgeshire and Peterborough NHS Foundation Trust, Hampshire & Isle of Wight Healthcare NHS Foundation Trust, Somerset NHS Foundation Trust, Tees, Esk and Wear Valleys NHS Foundation Trust, NHS Grampian and NHS Greater Glasgow & Clyde. Patients admitted from the UK and from overseas and managed through a single point of access through MPFT. The model of care is an evidenced based assessment, stabilisation/treatment and a focus on returning people to work as quickly as is clinically safe. Midlands Partnership University Foundation Trust intends to award each of the above organisations a contract under the Provider Selection Regime Direct Award C. The contracts will run from 1st June 2026 to 31st May 2031 The annual values of the contracts are (with the total life of contract, i.e. 5-year value, in brackets): Cambridgeshire & Peterborough NHS Foundation Trust - £625,086 (£3,125,430) Hampshire & Isle of Wight Healthcare NHS Foundation Trust - £699,641 (3,498,206) Somerset NHS Foundation Trust - £266,349 (£1,331,747) Tees, Esk and Wear Valleys NHS Foundation Trust - £312,543 (£1,562,715) NHS Greater Glasgow & Clyde - £83,471 (£417,536) NHS Grampian - £83,471 (£417,536)

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 5pm on 29th May 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.’ Written representations should be sent to: procurement@mpft.nhs.uk The decision makers the MPFT Board of Directors and the Head of Strategic & Commercial Development - Strategy, Planning and Commercial (Rachel Walklet). There has been no declared conflict of interest. The providers have been assessed using the following criteria: Quality & Innovation (30%), Value (20%), Integration & Collaboration (20%), Improving Access, Reducing Health Inequalities and Facilitating Choice (20%) and Social Value (10%). The Joining Forces Network is meeting the existing contractual requirements and therefore it is appropriate the service continues.
