Legal Justification
Direct award justification on the basis that the ownership of or control over the land (site) on which the properties is to be built means that 'competition is absent for technical reasons'. Under current timelines and urgent need, there were no other opportunities to enter into an agreement to bring forward an affordable housing development on brownfield land with planning permission at a similar scale and pace. Moving forward the Council will continue to engage with developers in the area seeking opportunities on a continuous market Engagement basis.
