Description
The project will establish a community-led energy safeguarding network across GDN areas, delivered with the Centre for Sustainable Energy (CSE). It will identify and train trusted grassroots organisations to support households at risk of fuel poverty. The programme will provide practical training, tools and peer learning opportunities, enabling organisations to integrate energy support into their services, make effective referrals, and access schemes. It will also develop a mentor network to sustain skills, strengthen local partnerships and expand support reach. Legal Justification
The contract supports a regulated Vulnerability and Carbon Monoxide Allowance (VCMA) funded initiative delivered through a specialist charity provider with an established national network and proven capability to deliver the required services at scale. Centre for Sustainable Energy operate a federated national delivery model that enables consistent delivery across multiple Gas Distribution Networks, supported by existing governance, quality assurance, and reporting arrangements. The collaborative approach between GDNs enables consistent programme delivery, shared oversight, and efficient use of VCMA funding in line with Ofgem guidance. A direct award is therefore justified on the basis of the supplier's technical capability, proportionality, and alignment with regulatory objectives relating to vulnerability support and carbon monoxide safety.
