Description
FCDO is seeking a supplier to deliver its trade development and facilitation programme, to improvetrade performance and customs in the OPTs. The programme is designed to be flexible and adaptable,and will work politically and technically to: — expedite the movement of goods and reduce transaction costs, — improve the capacity of Palestinian trade related institutions and the trade enabling environment, — strengthen the competitiveness of the private sector to export and create jobs, — improved PA’s customs capacity and revenue collection from trade related taxes.

Legal Justification
This modification is permitted in accordance with Regulation 72(1) of the Public Contracts Regulations 2015, in particular: • Regulation 72(1)(a), as the original procurement documents explicitly provided for extension and scale up options up to a maximum value of £30,000,000; • and/or Regulation 72(1)(b), as a change of contractor cannot be made for economic or technical reasons without significant inconvenience or substantial duplication of costs; The modification does not change the overall nature of the contract and complies with the conditions set out in Regulation 72.

A contractual novation was completed in 2026 transferring the contract from CowaterSogema International Inc to Cowater UK Limited.
