Legal Justification

Ubico is justified in issuing a direct award to Grundon Waste Management under Schedule 5 (Single Supplier) of the Procurement Act 2024 because: •Grundon is the only supplier whose disposal site is operationally and technically compatible with the existing Ubico collection service. •No reasonable alternative disposal sites exist within a viable operational radius. •Changing supplier would create unacceptable operational disruption, additional cost, and service risk, including potential failure to meet statutory waste collection obligations. •Any alternative would require significant route redesign and additional resources, making such alternatives unreasonable.
