Provision of cleaning, portering and ancillary services across NHSBT London and South East, Midlands and South West regional sites, including clinical, donor centres, laboratories, blood processing facilities and associated premises.The service supports critical NHSBT operations including blood,tissue and transplant services and must comply with stringent requirements including Good Manufacturing Practice (GMP) and MHRA standards.
Total Quantity or Scope
NHS Blood and Transplant is progressing a strategic transformation of Estates and Facilities services through the procurement and mobilisation of a Total Facilities Management (TFM) contract.Alternative routes to market including frameworks were explored and deemed unsuitable due to lack of compliant direct award routes or higher pricing.A 360-degree commercial review has been undertaken with incumbent supplier, identifying efficiency savings and confirming value for money.The modification does not alter the overall nature of the contract and is time-limited to 30 September 2028 to support transition to the TFM model.

The modification represents an extension beyond the original contractual term and is supported by Regulation 72(1)(c), with approval obtained via Accounting Officer guidance in recognition of the cumulative value and duration exceeding standard thresholds, and is required due to the scale, duration and strategic dependency on the TFM programme.The services are critical to NHSBT’s core operations, including blood, tissue and transplant services, which are subject to stringent regulatory requirements including Good Manufacturing Practice (GMP) and MHRAThe current supplier has an embedded, trained workforce and established service delivery model across multiple highly regulated sites, including compliance with GMP standards, mandatory training requirements, and operational procedures specific to NHSBT environments.A change of provider at this stage would present:Significant operational risk to continuity of services supporting patient careRisks to regulatory compliance and audit assuranceMaterial disruption arising from workforce transfer and revalidation requirements (TUPE applies)
