Description
Midlothian Council seeks a provider to offer a holiday provision for children and young people with disabilities. The service will be provided for 6 weeks of holiday provision - 2 weeks at Easter and 4 weeks in the Summer holidays.
Total Quantity or Scope
The provider is required to provide a holiday provision for 30 children per day for children and young people with a disability. This will be for 6 weeks of the year - 2 weeks at Easter school holidays and 4 weeks in summer school holidays. These will align with the school holidays of Midlothian Council. This will be a high quality, inclusive, and child‑centred playscheme designed specifically for children and young people with disabilities. The approach should prioritise safety, personalised support, and meaningful engagement, ensuring every child can participate fully, build confidence, and enjoy enriching play experiences. The provider should have a skilled and compassionate staff team, robust safeguarding practices, and a focus on collaboration with families and professionals. The aim should be to provide a nurturing environment that meets diverse needs and promotes positive outcomes for all participants.

Financial Viability Test The financial information will be evaluated using the Midlothian Council Financial Viability Test, please see Appendix 1. The Tenderer will require to submit evidence in the form of their audited accounts or equivalent for the most recent 2 years (2 sets of signed, audited accounts, along with details of any significant changes since the last year end. Tenderers must not contact anyone at the Local Authority directly in relation to this tender exercise, doing so may result in your exclusion from any further part in the process.
