provision of price adjustment mechanisms (PAMs) consultancy support for SSEN – Transmission’s Big 11 schemes, to aid and facilitate the Employer’s lifecycle management of inflation within the following Contract work packages: … The Employer’s objectives are to: • Be able to make informed decisions about the suitability and application of PAMs for individual work packages. • Provide a cost range projection to the regulator within its project assessment submissions. • Manage and mitigate inflationary risk in each individual work package. • Provide accurate capex forecasting, mapping the impact of inflation on each individual work package and the wider project. • Ensure recovery of inflationary impact from the regulator is maximised.

Legal Justification
G&T are best placed to support the objectives at pace due to previous PAM modelling commissions, in particular PAM modelling for Argyll, EGL2, EGL3, Spittal to Peterhead and Western Isles schemes. Accordingly, a single source is justified through (a) an existing methodology to produce PAM modelling at pace; (b) ability to exploit synergies and economies of scale through a pipeline of PAM modelling; and (c) no IPR / interface constraints in producing a dynamic dashboard.
