Legal Justification

The services are highly specialised and require an established provider with the necessary infrastructure, systems, and operational capability to deliver secure, computer-based testing at scale across a nationwide network of authorised test centres. The contractor currently provides an integrated end-to-end service, including booking systems, identity verification, secure test delivery, and results processing, which are critical to meeting statutory requirements. A change of contractor would result in significant operational disruption, given the need to transfer or rebuild the required testing infrastructure, systems, and secure processes within a short timeframe. It would also create a risk to continuity of a mandatory public-facing service tied to immigration and citizenship applications. Additionally, transitioning to a new supplier would require duplication of mobilisation, implementation and assurance activities, leading to additional cost and programme risk. On this basis, the modification supports continuity of service and avoids disproportionate technical, operational and economic impacts that would arise from changing the contractor.

Other Information

This Contract Change Request seeks to uplift the Contract Purchase Agreement (CPA) value associated with the Life in the UK Testing contract with PSI Services (UK) Ltd to reflect sustained higher than forecast customer demand for the service. The variation amends the approved contract value only. There is no change to the contract term, scope of services, pricing structure, payment mechanism, or any other contractual terms.
