Legal Justification
The contract was awarded by way of a direct award under the Constructing West Midlands (CWM) framework agreement (Lot 1), which was procured in accordance with the Public Contracts Regulations 2015. The framework permits direct award to a single supplier where the terms of the framework are sufficiently clear and the chosen supplier is capable of delivering the required works. In this case, Interclass was selected based on their proven performance on similar projects, familiarity with the University's estate, and ability to meet the critical programme requirements within the required timescales. The award is therefore compliant with Regulation 33 of the Public Contracts Regulations 2015, which governs the use of framework agreements, and does not require a separate call for competition.
